We are direct to a seller's mandate connected with the Russian refinery. Please review the following offer:

1. Commodity: LPG
2. Quantity: 500,000 MT to 10,000,000 MT x 12 months
3. Fixed Price: US$500 per MT
4. Delivery Term: CIF ASWP or FOB Rotterdam
5. Contract Duration: Spot purchase or Annual contract.
6. Payment Term: RDLC or any payment method acceptable to the seller.
7. Commission: $10 per MT included in price to be shared 50/50 by seller side and buyer side agents.
8. Performance Bond: 2% in favor of buyer.
9. Inspection: SGS or equivalent
10. Validity: This offer is valid until June 13, 2008
Procedure:

1: Buyer issues ICPO with complete contact details, full banking Information and soft probe authorization. The seller's name will be disclosed after buyer side agents sign the NCNDA including the buyer.

2: Seller issues Full Corporate Offer.

3: Buyer countersigns, seals and returns the FCO to the seller.

4: Seller issues Sales Purchase Agreement (SPA).

5: Seller's bank issues bank-to-bank the Proof of Product (POP)

6: Buyers bank confirms POP and returns to Seller.

7: Buyer's bank issues non-operative irrevocable non-transferable Revolving Documentary Letter of Credit (RDLC) or other method of payment acceptable to the Seller. Buyer's bank shall be a top 25 World Bank.

8: Seller's bank issues operative 2% Performance Bond.

9: RDLC or other acceptable method of payment will be activated.

10: Upon completion of all verifications, delivery and shipment commences as Per Contract.
